How Microsoft enforces its policies

At Microsoft, we use a combination of user reporting, automated technology, and trained human reviewers to find and take action against content or conduct that violates our terms and policies. We have systems and processes in place to make sure we are fair and consistent when enforcing these terms and policies. This helps us protect our users while also respecting their rights. 

Detection

We use digital hashes to help find some categories of known illegal and harmful content. We also use our own technology and classifiers to find harmful content shared on our services, where appropriate. You can also help by telling us about any content or conduct that breaks the rules.

Review

When potentially violative content is flagged to us, we have human reviewers who check and confirm rule violations and what actions should be taken. These reviewers may specialize in certain types of harm or work on one particular service.

Action

When we determine someone is breaking our rules, we take proportionate actions. This could include blocking, deleting, or not showing their content. Depending on how frequent or serious the violation is, we might take action against the user’s account to stop them from breaking our rules again.
